The tax credit conference season officially kicks off in the coming weeks with Novogradac’s annual Historic Tax Credit (HTC) conference in St. Louis, MO from September 26 – 27. NTCIC will be a sponsor for the event with many team members in attendance. The conference will bring HTC investors, developers, and advocates together to network and discuss ways to support investments at the local, regional, and national levels, as well as legislative issues facing the industry. NTCIC President Merrill Hoopengardner and Acquisitions Manager William Fiederlein will be participating in panels during the conference:
Thursday, September 26: Washington Report 9:30 – 10:45 am
- With a presidential election year looming, Merrill Hoopengardner will join industry panelists to discuss what’s happening in Washington, including the Historic Tax Credit Growth and Opportunity Act of 2019 and other legislation that could affect the historic tax credit.
Friday, September 27: Negotiating and Closing Your HTC Project 10:45 – 11:45 am
- Tax credit experts, including William Fiederlein, share insight on how to negotiate and efficiently manage the closing of an HTC property. Learn what common mistakes slow down the process and hear how to prepare for success. The panel will discuss strategies for managing an efficient closing and more.
Merrill Hoopengardner

As President of NTCIC, Merrill directs fundraising and acquisitions opportunities, develops and implements overall strategy and new lines of business for the company and coordinates governing board/staff relations. Senior VP and Managing Director of Acquisitions & Project Management
As Managing Director, Kandi oversees the Acquisitions and Project Management Team of NTCIC with a focus on HTC and NMTC investments, which is primarily responsible for finding, underwriting, closing, and initiating the first equity and loan disbursements to a project. Since joining NTCIC as a Project Manager in 2016, William has been responsible for closing over $25 million of equity investments in HTC and NMTC transactions totaling $159 million in development costs. Director of Project Management
As Director of Project Management, Heather oversees NTCIC’s project management team, which is primarily responsible for underwriting and closing debt and equity investments in projects throughout the United States. As a member of the Acquisitions team, Amanda is responsible for identifying, structuring and preliminary underwriting prospective federal and state HTC and NMTC investments.
